In order to encourage the purchase of electric vehicles and charging stations, federal, state and local governments are offering the following incentives.

Federal Incentives
Electric vehicles may be eligible for a federal income tax credit of up to $7,500. The credit amount will vary based on the capacity of the battery used to fuel the vehicle.

Details on the federal credit for EV purchases can be found at The U.S. Department of Energy.

Federal incentives for up to 30% of the cost of purchasing charging stations can be found here. The incentive has provisions for retroactive applications.

State Incentives
The State of Illinois is offering a tax rebate of up to 10% of an EV's retail price up to a maximum of $4,000. The vehicle must be purchased from an Illinois dealer. Rebates are processed twice per year. Purchasers should confirm rebate availability prior to making a purchase. For more information please visit the state's website.

DCEO provides rebates toward the installation of Level 2 electric vehicle (EV) charging stations.  Stations that were purchased and installed after September 4, 2012 and meet all technical requirements will be eligible to receive a rebate.  Program guidelines and application packets are posted on this webpage.

Local Incentives
Qualifying electric vehicles and plug-in electric hybrids are eligible for a rebate of the 1% local share of the state sales tax. In order to qualify, the vehicles must have been previously determined to be eligible for the $7,500 federal electric vehicle tax credit program and must be a new vehicle only. The vehicle must be registered to a resident or business located in McLean County and is only for vehicles sold in Normal. Proof of payment of the tax must be provided.  In order to obtain your rebate, complete this form and submit it to the Town of Normal Finance Department with all required documentation.

The Town of Normal will waive the electric permit fee for charging stations installed in Normal.
